You run programmes people rate highly. Then the budget conversation comes round, and nobody at the table can say what any of it changed. So L&D gets treated as a cost to manage, not a lever to pull.

The other 80% happens before it and after it: the manager conversation beforehand, the first weeks back at work. Almost nobody manages that 80%, so almost nobody can show the result.
